Notice from the Ministry of Finance on the Advance Allocation of the 2026 Water Pollution Prevention and Control Fund Budget

To the Finance Departments (Bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Finance Bureau of Xinjiang Production and Construction Corps:

To support water pollution prevention and control and promote the improvement of water environmental quality, the 2026 water pollution prevention and control funds for your province (autonomous region, municipality directly under the Central Government, and Xinjiang Production and Construction Corps, hereinafter collectively referred to as “province”) are hereby allocated. These funds will be used to support related work on water pollution prevention and control and water ecological environment protection. The following matters are hereby notified:

I. The allocation of funds for each province is detailed in the attachment. Project expenditures should be listed under the 2026 government revenue and expenditure classification item “21103 Pollution Prevention and Control,” project code: 10000015Z155110010004.

II. Please allocate the funds to specific projects as soon as possible according to the key tasks of water pollution prevention and control, and submit the proposed supported projects to the Ministry of Ecology and Environment for record-keeping within four months of receiving the subsidies. All localities should fulfill their work responsibilities, accelerate project implementation, and ensure that the project implementation progress and effects meet the requirements. Projects that have already received central government financial support from other channels such as central infrastructure investment shall not be included in the scope of water pollution prevention and control fund support. III. Please improve performance target management in accordance with the relevant requirements for the comprehensive implementation of budget performance management, scientifically fill out the “Regional Performance Target Declaration Form for Water Pollution Prevention and Control Funds,” and promptly submit it to our ministry and the Ministry of Ecology and Environment. Conduct performance monitoring and evaluation to ensure the safety and effectiveness of fiscal funds. Please refer to the central government’s practices and promptly decompose the performance targets determined by your province to lower levels to ensure effective budget performance management. The “Regional Performance Target Declaration Form for Water Pollution Prevention and Control Funds” and the decomposed performance targets should also be copied to the local regulatory bureau of the Ministry of Finance.

IV. Water pollution prevention and control funds are included in the scope of routine supervision of transfer payment budget execution. Finance departments at all levels should promptly receive and log budget indicators into the integrated budget management system and maintain the “tracking” indicator unchanged. Relying on the transfer payment monitoring module of the integrated budget management system, strengthen daily supervision and improve the standardization and effectiveness of transfer payment fund management and use.
